The one-day conference marks the end of the research project ‘Improving Swiss Pandemic Governance – How to Strengthen Democracy, Federalism and Human Rights Implementation in Times of Crisis (Swiss pandemic governance),’ led by a team of researchers from the Institute of Federalism at the University of Fribourg as part of the NRP 80.

The Covid-19 pandemic has put Swiss governance to the test. The research project aims to examine the legal framework for pandemic management and to formulate proposals for improvements in crisis governance in Switzerland. The conference will provide an opportunity to present the main findings of this research and to discuss, during four round-table discussions, the themes of resilience, the protection of rights, and the role of democracy and federalism in times of crisis.

Renouned speakers will contribute their expertise during the event. The opening address will be held by Federal Chancellor Viktor Rossi. Among the personalities invited to participate in the discussions are Anne Lévy, Director of the Federal Office of Public Health (FOPH), Werner Luginbühl, President of the Federal Electricity Commission (ElCom), Dr. Stefan Schlegel, Director of the Swiss Human Rights Institution (SHRI), Dr. Marianne Ryter, Federal Judge at the Federal Supreme Court, Dr. Susanne Kuster, Deputy Director of the Federal Office of Justice (FOJ), and Martin Bühler, State Councilor of the Canton of Graubünden.
